Quick answer
A water heater that's not hot usually has a flow, power or reheat problem. An instant heater runs lukewarm when too much water passes through it, and gives no heat without power or enough flow. A storage heater may just need more reheat time. Check the switch and DB box first. SG QuickFix diagnoses heaters in Singapore from $80.

Why is my water heater not getting hot?
A water heater that's not hot usually has a flow, power or reheat problem, and the heater type decides which. An instant heater is the small box by the shower; a storage heater is a tank, often above the false ceiling or over the door. Then note whether it's cold or just lukewarm. Heater makers' troubleshooting guides pair them like this:
| Heater type | No heat at all | Lukewarm or not hot enough |
|---|---|---|
| Instant heater | No power at the switch or DB box; flow too weak to switch the heater on; a failed element or internal part | Too much water flowing for the heater's power, such as a rain shower or large showerhead; a low power setting |
| Storage heater | Tank not fully heated yet; after the full wait, a failed element, thermostat or safety cut-out | Not reheated since the last shower; back-to-back showers; a tank too small for the household; a low thermostat setting |
Several of these need only a setting, the tap or a wait. If the checks below fail, see water heater repair and diagnosis prices.

What can I safely check before calling anyone?
Check the switch, the DB box, the heater's setting, the tap and the showerhead, without tools or opening the cover. The Consumer Product Safety Office (CPSO) says not to modify or repair a water heater yourself.
- Check the heater's double-pole switch is on and its power light is lit.
- In the DB box, push up any breaker or RCCB that's down, once.
- Turn the heater's temperature or power knob to its highest setting.
- Instant heater, no heat: open the tap or flow knob fully and watch for the heating light.
- Instant heater, lukewarm: turn the tap or flow knob down.
- Unscrew the showerhead and clear its holes, or replace it if they stay clogged.
- Storage heater: leave it on for the full heat-up time, then test again.
- Compare the cold tap and ask a neighbour. Weak water everywhere is a pressure problem, not the heater.

Why is my instant water heater not hot enough?
An instant heater runs lukewarm when more water passes through it than its element can heat, and one maker's guide calls this very common. It heats water only as it flows past, so more water means a smaller temperature rise.
Rain showers and large showerheads are the usual reasons, especially on a lower-power heater (the guide to a rain shower in an HDB flat covers this). Cooler incoming water on rainy days makes the same setting feel cooler.
No heat at all is often the opposite: too little flow. An instant heater only switches on above a minimum flow; one maker's manual gives about 2 litres a minute. A clogged showerhead, half-closed valve or low water pressure in an HDB flat can keep it below that. If the power light is on and flow is good but the water stays cold, the element, flow switch or control board has probably failed.
Most bathroom instant heaters are open-outlet types built to feed one shower. Fitting a mixer or second outlet can build up pressure inside, which one maker warns is dangerous and can damage the heater.
How long should a storage heater take to get hot?
A storage heater typically needs 20 minutes to over an hour to heat a full tank, depending on its size. Makers' manuals give these times:
| Tank size | Typical heat-up time |
|---|---|
| 25 litres | About 20 to 25 minutes |
| 35 to 40 litres | About 30 to 40 minutes |
| 50 to 55 litres | About 45 to 50 minutes |
| 68 to 75 litres | About 60 to 70 minutes |
| 100 litres | About 90 minutes |
Lukewarm soon after switching on means it isn't heated yet. Hot, then cold halfway through, means the tank emptied, often from back-to-back showers. Never hot enough for the household usually means the tank is too small. Hot water running out very fast points to a high-flow showerhead.
Still cold after the full wait, with the power light on, usually means a failed element, thermostat or high-limit safety cut-out. One maker's Singapore manual sends each of these to an electrician. Don't keep switching the heater on and off to test it.
Why is my water heater not working after a power outage?
An instant heater normally works again when power returns; if it doesn't, a breaker or the RCCB in your DB box has probably tripped. Reset it once. A storage heater cools while the power is off, so give it the full heat-up time before judging it.
If your whole block lost power, report it on SP Group's 24-hour line, 1800 778 8888. If the breaker trips again after one reset, see who to call for an HDB power trip and why a water heater keeps tripping.
If power is back, every breaker is up and the switch is on but the heater is still dead, an internal safety cut-out may have operated. Resetting it means opening the heater, so leave it to a technician. SG QuickFix does power trip diagnosis from $80.
Who fixes it, and how much does it cost in Singapore?
A water heater technician fixes heaters that fail the safe checks; switch, wiring or supply faults need an EMA licensed electrical worker (LEW).
Each job below is priced separately, and SG QuickFix diagnoses water heaters from $80.
| Job | SG QuickFix price |
|---|---|
| Water heater diagnosis | From $80 |
| Water heater electrical fault | Inspection / Quote |
| Power trip diagnosis | From $80 |
| Low shower pressure diagnosis | From $80 |
| Instant heater replacement labour | From $130 |
| Storage heater replacement labour | From $220 |
The price goes up when a part such as an element, thermostat or flow switch needs replacing, or a tank above a false ceiling is hard to reach. For an accurate price, send a photo of the heater's label, say how old it is, and whether the power light comes on. Other jobs are in the full plumber price list for Singapore.
Repair a fairly new heater with one failed part. Weigh replacing it when the tank rusts or leaks, faults keep coming back, or the tank is too small. A leaking water heater usually points to replacement; compare instant vs storage water heater options and the water heater replacement cost in Singapore.
| Safe to DIY if… | Call a professional if… |
|---|---|
| A breaker tripped once and stays up after one reset | It trips again: a licensed electrical worker (LEW) |
| The showerhead or hose is clogged | The power light is on and flow is good, but there's no heat: a water heater technician |
| The instant heater is lukewarm and less flow helps | No power light with the switch on and breakers up: an LEW |
| The storage tank hasn't finished heating | The tank is still cold after the full heat-up time: a water heater technician |
| You're checking switches, settings and taps only | Storage heater pipework or tank work: a PUB Licensed Plumber |
| You switch it off at the double-pole switch to stay safe | It smells of burning, looks damaged or leaks: leave it off for an LEW |

Water Heater Services FAQs
No light on a water heater with its switch on means power isn't reaching it. Check the DB box for a breaker or RCCB in the down position and reset it once. If everything is up, the fault is in the switch, wiring or heater supply, which an EMA licensed electrical worker must check. Don't open the heater.
No. The reset button inside a water heater belongs to a safety cut-out that switched the heater off because something overheated. Reaching it means opening a cover over live parts, and CPSO advises against repairing a water heater yourself. A technician should find out why it cut out before resetting it.
Yes. PUB lists replacing a shower hose or showerhead as simple work that doesn't need a licensed plumber, and the one on a heater is the same hand-tightened job. On an instant water heater, choose a showerhead with a similar flow: a much larger or rain-style head lets more water through than the heater can warm.
An instant water heater raises the water temperature by a roughly fixed amount at a given flow, so cooler incoming water on rainy days comes out cooler too. Turn the power setting to its highest, or open the tap a little less so the water spends longer passing the heating element.
Low water pressure can stop an instant water heater switching on, because it needs a minimum flow to start heating. If the cold tap is weak too, the supply is the problem: often a partly closed valve or clogged old pipe. Fittings more than 25 m above mean sea level are fed from rooftop tanks that town councils maintain.
Repairing a water heater makes sense when it's fairly new and the fault is a single part. Replacing it is worth weighing when the tank rusts or leaks, faults keep coming back, a major part fails on an older unit, or the tank is too small for the household. SG QuickFix replaces storage heaters from $220, labour only.
