Instant vs Storage Water Heater for an HDB Flat: Which to Choose?

By SG QuickFixLast updated 7 min read

Quick answer

For most HDB flats, an instant water heater suits a bathroom with a hand shower, while a storage heater suits a rain shower, a bathtub or two outlets running at once. Instant heaters usually cost less to run in Singapore and take less space. SG QuickFix replacement labour is from $130 for instant and from $220 for storage.

Instant or storage: which water heater is better for an HDB flat?

For most HDB bathrooms with a hand shower, an instant water heater is the better choice. Pick storage for a rain shower, bathtub or two outlets at once.

An instant heater warms water only as it flows through, so it is small, needs no waiting and loses no heat keeping a tank warm. Its limit is power: it can only heat so many litres a minute. A storage heater keeps a tank of hot water ready, so it can feed a large rain head, or a shower and basin together, until the tank runs low. If your heater has died and you're keeping the same type, see water heater replacement and installation prices.

How do instant and storage water heaters compare?

Instant heaters win on space, running cost and waiting time. Storage heaters win on flow, rain showers and running two outlets at once.

The rating and label rows come from NEA's register of water heaters, checked on 1 Oct 2026. It listed 114 of 135 electric instant models at 3.3kW, and 98 of 111 electric storage models at 1 or 2 ticks.

Can an instant water heater run a rain shower?

Usually not well. A standard 3.3kW instant heater warms only about 4 to 5 litres a minute to shower temperature, less than most large rain heads want.

The limit is physics, not the brand. Singapore tap water is already warm, but a 3.3kW heater raising it by 10 to 12°C manages roughly 4 to 5 litres a minute. A large rain head spreads that thinly, so the shower feels weak or lukewarm. Some instant heaters have a built-in pump for rain showers; check with the maker that it suits HDB supply rules, and note it can't add heat beyond the heater's rating.

For a large rain head, storage is the safer choice. Pressure also depends on your floor and pipes: see rain shower in an HDB flat. The shower plumbing service covers rain shower replacement from $120.

Which water heater costs less to run?

An instant heater usually costs less to run, because it heats only the water you use and loses no heat keeping a tank warm.

Since 1 Apr 2025, household water heaters sold in Singapore must carry NEA's energy label and meet minimum efficiency standards. NEA's register estimates a yearly energy cost at its default use of 3 showers a day and $0.27 per kWh. On 1 Oct 2026 it showed:

NEA estimated yearly energy cost by water heater type
Heater type and ratingNEA estimated yearly energy cost
Electric instant (almost all 4-tick)$57 to $91, most about $61
Electric storage, 4-tick (1 model)$79
Electric storage, 3-tick$90 to $110
Electric storage, 2-tick$113 to $138
Electric storage, 1-tick$141 to $188

NEA assumes slightly cooler water from instant heaters (33.5°C against 35°C), so the real gap is a little smaller. Both types cost more with a large household or long rain showers. If you need storage, choose the highest tick rating that fits your space and budget.

Can I use Climate Vouchers for either type?

Not at present. From 1 Apr 2026, only 5-tick water heaters qualify (Climate Friendly Households: water heaters). NEA's tick rating gives 5 ticks only above a uniform energy factor of 1.00, more heat out than electricity in, which a plain heating element can't reach. On 1 Oct 2026 the only 5-tick models were two large heat pump heaters. For the details, see water heater Climate Voucher rules.

Which should you choose for your household?

Choose instant if everyone uses a hand shower, and storage if you have a rain shower, a bathtub or two outlets in use at once.

Older flat with a 30A main switchEither, rated within HDB's guideline (instant up to 3kW, storage up to 1.5kW)

A storage tank is heavy when full: a 30-litre tank weighs roughly 45 kg. It needs fixings into solid wall or concrete slab, not false-ceiling board, and an access panel if it's hidden above the ceiling.

Will my HDB flat's wiring and pipes cope?

Usually, but older flats with a 30A main switch have HDB power limits, and an EMA licensed electrical worker must do the wiring.

HDB: Electrical works says blocks completed from 1 Jan 1994, or upgraded under MUP or HIP, have a 40A main switch. In flats with a 30A main switch, HDB's guidelines say an instant heater should not exceed 3kW and a storage heater 1.5kW. On 1 Oct 2026, only 1 of 135 electric instant models and 16 of 111 storage models on NEA's register were within those ratings, so check your main switch before you buy. In 40A flats, have the licensed electrical worker confirm the circuit for models above 3.3kW.

Plumbing differs too. PUB: Plumbing works lists replacing or removing the pipe between a stop valve and an instant heater as simple work that needs no licensed plumber. Storage heaters aren't on that list, and new pipework for either type is regulated work. So switching from instant to storage usually means new hot-water pipes by a PUB Licensed Plumber, and sometimes a new circuit. Switching to instant means an instant-compatible shower set, and a PUB Licensed Plumber capping the old hot line.

Is an instant or storage heater cheaper to install?

An instant heater is cheaper to install: SG QuickFix charges from $130 to replace one, and from $220 for a storage heater, labour only.

The price goes up when there's no existing heater point, you're switching type, the tank sits above a false ceiling or at height, old fittings are corroded, or an older flat needs electrical checks. Each job is priced separately. For an accurate price, send a photo of the current heater, its rating label and the isolator switch.
