Water Heater Climate Vouchers: The 5-Tick Rule Explained (2026)

By SG QuickFixLast updated 6 min read

Quick answer

Only if it has 5 ticks. Since 1 Apr 2026, Singapore's Climate Vouchers cover only 5-tick water heaters; on NEA's register (1 Oct 2026), those are two heat pumps. Instant and storage heaters don't qualify, and the official terms don't mention installation, so plan to pay for it separately. SG QuickFix replaces an instant heater from $130 in labour.

Can I use Climate Vouchers to buy a water heater in Singapore?

Only if the water heater has 5 ticks on NEA's energy label. The Climate Friendly Households Programme made that the rule from 1 Apr 2026, after mandatory energy labelling for water heaters began (CFH: Water heaters).

In practice, that rules out the heaters most HDB flats use. On NEA's product register on 1 Oct 2026, only two water heaters carried 5 ticks, and both were heat pumps. No electric instant, electric storage or gas heater reached 5 ticks. Before April, the eligible category was heat pump water heaters only, so standard instant and storage heaters have never qualified. Some shop pages say the old limit was 3 ticks; the programme's own archived product list doesn't support that.

Why it matters now: each eligible household's $300 and $100 Climate Vouchers expire on 31 Dec 2027, and unused value is forfeited. If your heater is due for replacement, plan to pay for the heater and its water heater installation in cash, and spend the vouchers on something that does qualify.

Which water heaters have 5 ticks?

As of 1 Oct 2026, only heat pump water heaters reach 5 ticks. NEA gives 5 ticks when a heater's uniform energy factor (UEF) is above 1.00, and 4 ticks above 0.85 up to 1.00 (NEA: Tick ratings). Electric instant and storage heaters turn electricity directly into heat, so they top out near 1.00. A heat pump beats that by drawing extra heat from the surrounding air.

Electric instant4 ticks (134 of 135 models)No
Electric storage4 ticks (1 of 111 models)No
Gas instant4 ticksNo
Heat pump5 ticks (2 models)Yes, those 2 models

The two 5-tick models have large tanks, of 150 and 300 litres. A heat pump also needs a floor-standing spot with airflow for its compressor, such as a service yard, which many HDB flats can't spare; it's more common in landed homes and some condos. Installation is usually arranged through the supplier. New models can register at any time, so check the label and NEA's registered goods search before you buy.

What should you check before replacing your water heater?

Check that the new heater fits your existing pipes, switch and space before you pay. Most HDB flats have an instant heater in each bathroom, or one storage tank above the common bathroom ceiling that feeds both.

  • Type: replace like for like to avoid pipe changes; see instant vs storage water heater.
  • Power rating: match the old heater's kW, or have a licensed electrical worker confirm the circuit can take more.
  • Pipe positions: a different inlet and outlet layout can mean extra pipework.
  • Size and mounting: a storage tank should match the old one's size, and its bracket or ceiling must carry it full.
  • Switch: the heater must be wired through a double-pole switch, never a plug or extension.
  • Labels: look for the SAFETY Mark and the NEA energy label on the box.

What does installation cost?

SG QuickFix replaces an instant heater from $130 and a storage heater from $220. Fitting a heater where there was none costs from $180 for instant and from $300 for storage. The heater itself is separate. Extra pipework or tight ceiling access raise the price. A higher-rated heater may also need a new circuit by a licensed electrical worker. See water heater replacement cost in Singapore.

For an accurate price, send photos of the old heater's label, switch, pipe joints and surroundings, and say if you've bought the new one. A like-for-like instant heater swap usually takes about 1 to 1.5 hours, including a leak and function test; a storage heater swap usually takes 2 to 3 hours, because the tank is drained and lowered.

What if your water heater fails before you're ready?

Get it checked before you buy a replacement. A heater that runs cold or trips the power often has a fault in the switch, element or thermostat, not a dead unit. SG QuickFix does a water heater diagnosis from $80. The common causes are covered in a water heater that isn't hot and a water heater that keeps tripping.

If you do replace it, remember that vouchers can't be applied to items you've already bought, and they are non-refundable (CFH: FAQ). A heater bought in an emergency can't be paid for with vouchers afterwards.

If you choose a 5-tick heat pump, buy it from a participating retailer. If a heater you've bought doesn't fit, ask the retailer about an exchange before it's installed; if you paid with vouchers, any exchange must be for another eligible product.

Where can your Climate Vouchers still help in the bathroom?

Shower fittings, basin taps, sink and bib taps, and water closets with 3 ticks on PUB's water efficiency label all qualify (CFH: Eligible products). So while the heater is being replaced, your vouchers can pay for a new 3-tick shower set or tap from a participating retailer.

SG QuickFix does shower set replacement from $80 and mixer tap replacement from $80, plus the fitting. Each job is priced separately; every other job is in the full plumber price list for Singapore.

Claim your vouchers with Singpass at go.gov.sg/cv-claim. The SMS comes from "gov.sg" and the link starts with voucher.redeem.gov.sg (CFH: FAQ); treat anything else as a scam.

Do you need a licensed plumber or licensed electrical worker to install a water heater?

Replacing an instant heater on an existing water point needs no PUB Licensed Plumber, though its wiring needs a licensed electrical worker (LEW). PUB lists replacing or removing the pipe between a stop valve and an instantaneous water heater as simple work. New pipes to a new heater point, and storage heater work, need a PUB Licensed Plumber. The Consumer Product Safety Office (CPSO) advises hiring an LEW for the wiring.
