Quick answer
LED lights that glow or flicker when switched off usually get a trickle of current from a no-neutral smart switch, dimmer or illuminated switch. Flicker when on usually means a failing LED driver, a loose connection or an unsuitable dimmer. In Singapore, only the lamp is DIY. SG QuickFix diagnoses a flickering light from $80.

Why do my LED lights flicker or glow when they're switched off?
A switched-off LED that glows or blinks usually gets a trickle of current through the switch or its wiring; the light itself is often fine. LEDs need so little power that a tiny current can charge the driver until it flashes.
The three usual sources:
- A no-neutral smart switch or electronic dimmer. Without a neutral wire, it powers its own electronics by passing a small current through the light, even when off. Many HDB switch boxes have no neutral, so retrofitted smart switches are often this type.
- An illuminated or locator switch. The small indicator light in the switch completes the circuit through the LED.
- Induced voltage on long cable runs. Where a switched cable runs beside a live one, as with two-way switching in a bedroom, it can pick up enough voltage to make an LED glow.
A faint glow is usually a nuisance rather than a fire risk, though constant flashing can shorten the driver's life. The exception is a switch wired on the neutral instead of the live: the fitting stays live when "off", a shock risk when you change the lamp. Only testing by an EMA licensed electrical worker (LEW) can tell which, so switch off at the wall and at its MCB in the DB box before changing the lamp.
Usual fixes are a bypass capacitor at the light, a switch with a neutral, or a plain switch instead of an illuminated one; a flickering light diagnosis finds which applies. The guide to choosing a smart switch for an HDB flat covers which type to buy.
Why does my LED light flicker when it's switched on?
When an LED flickers while switched on, the usual causes are a failing LED driver, a loose connection, or a dimmer that doesn't suit LEDs.
- A failing LED driver. The driver turns 230V mains into the low-voltage supply the LEDs need. Its parts age, faster in the heat above a false ceiling. Flicker, strobing or a slow start come first, and it typically fails long before the LED chips.
- A loose connection. A loose terminal at the fitting, lamp holder or switch makes the light flicker.
- A dimmer mismatch. A non-dimmable LED on a dimmer, or an old dimmer built for filament bulbs, flickers, especially at low settings. The fix is a dimmable LED lamp and, if needed, an LED-rated dimmer fitted by an LEW.
- Too little load on a no-neutral smart switch. Some models need a minimum LED wattage, so one low-wattage LED can flash even when on.
Many downlights have a separate driver box above the false ceiling, so a new driver fixes them; integrated panels and sealed fittings often need a new light. For lights that stop working altogether, the guide to LED driver replacement explains the options.

Is it one light, several, or the whole flat?
One flickering light points to that fitting, several to a shared switch or circuit, and every light to the supply.
| What you see | Likely cause | What to do |
|---|---|---|
| One light glows or blinks when off | Smart switch, dimmer or illuminated switch | Note the switch type; an LEW fits a capacitor or changes the switch |
| One light flickers when on | Failing driver, worn lamp or loose terminal | Swap a replaceable lamp; if that fails, have the driver checked |
| Several lights on one circuit flicker | Loose connection at a shared switch, junction or DB box, or a shared dimmer | Switch that circuit off at its MCB; have it checked soon |
| All lights dim for a moment | A grid voltage dip, or a big appliance starting | Nothing, if it's brief and rare |
| All lights flicker often, or brighten and dim together | A loose main or neutral connection | Have an LEW check it the same day |
The grid rarely explains one flickering light. SP Group supplies Singapore homes at 230V, and distribution voltage "may vary within ± 6%" (SP Group: electricity connection guide). Voltage dips are mainly caused by equipment failures and can cause "momentary light dimming" (SP Group: voltage dip guidebook). Cheap drivers can be more sensitive to dips, but a light that flickers for hours has a local fault.
What can I safely check myself?
You can note the pattern, check the switch and swap a replaceable lamp; the switch, driver and wiring are LEW work.
- Note when it happens: when off, when on, when dimmed, or after a while on.
- Check the switch: is it a smart switch, a dimmer, or does it have an indicator light?
- Switch the light off at the wall and at its MCB in the DB box.
- If the lamp is replaceable, fit a known-good one of the same type, dimmable if it's on a dimmer.
- Switch the power back on and watch the light for a few minutes.
- If the new lamp still flickers, stop: the driver, fitting, switch or wiring is at fault.
The Consumer Product Safety Office (CPSO) advises switching off the power when changing light bulbs (CPSO: decorative lighting safety). Singapore's Electricity Act says it is not unlawful to replace a lamp or a household-type fuse in your own installation (Electricity Act 2001, section 82). EMA says rewiring, repair and replacement works must be done by a licensed electrical worker, so have an LEW swap a fitting, LED driver or switch.
When is a flickering light a safety problem?
A flickering light is urgent when it comes with a burning smell, buzzing, heat or scorch marks at the switch or fitting.
These point to a loose or overheating connection. Have it checked the same day if the flicker comes with:
- a burning or rubbery smell near the switch, fitting or DB box
- buzzing or crackling from the switch or ceiling
- a warm or discoloured switch plate, or scorch marks
- the circuit tripping as well
If the problem is at a switch or fitting and you can reach the DB box safely, switch off that circuit's MCB and leave it off until an LEW has checked it. If the smell or heat is at the DB box itself, don't touch it. If there is smoke or fire, get everyone out and call 995.
How much does it cost to fix a flickering LED light in Singapore?
SG QuickFix diagnoses a flickering light from $80. Repairs are priced separately once the cause is known.
| Job | When you need it | SG QuickFix price |
|---|---|---|
| Flickering light diagnosis | You can't tell whether it's the lamp, driver, switch or wiring | From $80 |
| LED driver replacement | A downlight with a separate driver box; the driver itself is extra | From $80 |
| Downlight replacement | A sealed or integrated fitting that can't take a new driver | From $60 |
| Replace simple existing light | A flickering integrated ceiling light or batten, replaced like for like | From $60 |
| Standard switch replacement | A worn switch, or an illuminated switch making the light glow | From $70 |
| Dimmer switch installation | An old dimmer that doesn't suit LEDs | From $90 |
High ceilings, tight false-ceiling openings, sealed fittings and several lights raise the price. For an accurate price, send a 10-second video of the flicker and a photo of the switch and fitting, and say whether it happens when on or off. Switch jobs come under light switch repair and replacement. Other jobs are in the full electrician price list for Singapore, and new fittings in the guide to light installation cost in Singapore.

Lighting Installation & Repair FAQs
A bedroom light that glows or flickers when switched off usually has a no-neutral smart switch or an illuminated switch, which passes a trickle of current through the LED. Where the bedroom has two-way switching at the door and bed, the long cable run can also induce enough voltage to make an LED glow.
Sometimes. A no-neutral smart switch needs a minimum load, and one maker specifies 5W per way for LEDs, so a higher-wattage replacement lamp can stop the flashing. Stay within the fitting's rating. The more reliable fix is a bypass capacitor or a switch with a neutral, fitted by a licensed electrical worker.
No. Singapore's Electricity Act says it is not unlawful to replace a lamp or a household-type fuse in your own installation. EMA says rewiring, repair and replacement works must be done by a licensed electrical worker (LEW), so have an LEW do it. The new driver must also carry the SAFETY Mark: LED drivers are Controlled Goods.
Rarely on its own. SP Group supplies homes at 230V and says distribution voltage may vary within ±6%. Voltage dips can cause momentary light dimming. Cheap LED drivers can be more sensitive to dips, but a single light that keeps flickering has a fault in the lamp, driver, switch or wiring.
Report a flickering HDB corridor light to your town council, because corridors and public lighting are common property that the town council maintains. Check your town council's website for how to report it, including after office hours. Lights inside your flat are the owner's responsibility.
LED lights that flicker only on a phone camera usually have a small ripple in their output that the eye can't see. The camera's shutter catches it as banding or flicker. It isn't a fault on its own. If you can also see the flicker with your eyes, the driver or dimmer needs checking.
Finding the cause of a flickering downlight typically takes 30 to 60 minutes. Replacing the driver on an easily reached downlight usually takes 15 to 30 minutes per light, and a switch swap about 20 to 30 minutes. Tight false ceilings, high ceilings and several lights on one circuit take longer.
