Quick answer
A digital lock on a fire-rated HDB main door must be fire-certified. For locks installed since 1 Mar 2024, SCDF requires a Certificate of Conformity rated at least as high as the door, with a mechanical fail-safe. Check the label near the door's hinges first. SG QuickFix installs a digital lock on an existing door from $120.

Does a digital lock on a fire-rated door need to be fire-rated?
Yes. The Singapore Civil Defence Force (SCDF) requires any digital lock installed on a fire door from 1 Mar 2024 to be certified for fire resistance.
The rule is set out on SCDF: digital locksets on fire-rated doors. SCDF warns that uncertified hardware on a fire door "may affect the door's ability to minimise fire spread". The lock can be certified together with the door, or individually on its own. For a lock added to an existing door, that usually means an individually certified model.
The 1 Mar 2024 rule is about digital locks only. SCDF's FAQ says a digital lock is not mandatory, and you can keep using the original lockset. Mechanical locks and lever handles on a fire door are covered by the door's own certificate, so replace them with the same model or one listed on it. The certification rule also covers condos, not just HDB flats, because it applies to any fire door.
Before any digital lock installation, check whether your main door is a fire door.
What if your lock went in before 1 Mar 2024?
SCDF encourages you to replace it with a certified lock; its page does not say removal is required. SCDF notes that residential fire doors are typically 30-minute or 60-minute rated. Any digital lock you fit now must be certified.
Is your HDB main door a fire-rated door?
Usually yes. Most HDB main doors open onto a common corridor, staircase or lift lobby and are fire-rated; confirm with the label near the hinges.
SCDF says fire doors carry serial labels near the hinges of the door or door frame, showing the rating in minutes.
Not every HDB main door is a fire door, though. The Housing & Development Board's building-works rules need a permit to replace a fire-rated main door along the fire escape route, such as one opening onto a staircase or lift lobby, but no permit for a non-fire-rated main door.
If you can't find a label, or it has been painted over, SCDF says to check with HDB for public flats or your MCST for condos.

What must the lock's Certificate of Conformity show?
The Certificate of Conformity (CoC) must match your exact lock and pass SCDF's checklist below. Ask the supplier to show it before you buy.
- The brand and model on the CoC match the lock you are buying.
- The fire rating, in minutes, is at least as high as your door's.
- The CoC states a mechanical fail-safe, so you can unlock the door from inside to leave even if the battery dies.
- The lock was tested to SS 332 or EN 1634-1.
Under Fire Code clause 11.8, a lock tested on an insulated fire door may only go on insulated doors. One tested on an uninsulated door can go on either type.
Most certified locks for HDB main doors are mortise types, with the lock body set inside the door edge. The CoC covers that model only, not a similar-looking sister model. For the battery side, see what to do when a digital lock battery dies.
Is there an "SCDF-approved" digital lock?
No. SCDF's digital lockset page names three certification bodies for digital lock CoCs: Element Testing Services, Setsco Services and TÜV SÜD PSB. SCDF: regulated fire safety products says a CoC is not issued or endorsed by SCDF, and calling it an SCDF certificate is misleading. Treat "SCDF-approved" on a box as a warning sign and check the certification body's listing.
Can you remove the door closer or replace the fire door?
No to removing the closer. HDB says every fire-rated entrance door has one, and it "must not be removed".
HDB: gate and door explains that the closer keeps the door shut during a fire, so the door can contain the fire within the flat. SCDF's Fire Code guidance says a faulty closer must be repaired immediately. If a closer leaks fluid and can no longer shut the door on its own, HDB says to replace it; if it only shuts too fast or too slowly, it usually needs adjusting. A slamming closer or sagging door can also stop a new lock latching. For the how-to, see adjusting an HDB door closer.
Replacing the fire door itself is a bigger job. HDB needs a permit, a half-hour fire-rated door with an accreditor's label on a frame with a self-closing device, and a Home Fire Alarm Device (smoke detector) in the flat.
| Who | Responsible for |
|---|---|
| Flat or condo owner | Choosing a certified lock, keeping the closer, getting HDB's permit before replacing a fire-rated main door (HDB flats) |
| Lock supplier | Showing you the CoC for the exact model on sale |
| Certification body | Certifying locks and issuing CoCs (Element, Setsco, TÜV SÜD PSB) |
| HDB | Permits for fire-rated main door replacement; confirming if a flat's door is a fire door |
| Condo MCST | Confirming whether a unit's entrance door is a fire door |
| SCDF | Setting the rule; it does not issue or endorse CoCs |
How is a digital lock fitted to a fire door properly?
Fit only the certified model, and cut the door only as far as that lock's installation template requires.
An existing HDB main door's lock cut-out often needs some work, such as a deeper pocket or new holes for the spindle and cable, unless the lock is made to fit that door. On a fire door, every extra hole is a weak point in the fire barrier. A careful fit looks like this:
- Confirm the door's rating on its label, or with HDB or your MCST.
- Check the lock's CoC against SCDF's checklist.
- Check the door swing, thickness and existing cut-out against the lock's specification.
- Cut only to the certified lock's template.
- Cover or fill unused holes with fire-rated filler or cover plates, as the door or lock maker specifies.
- Test the fail-safe, the latch and the closer before leaving.
On a door that already fits the lock, fitting typically takes about 30 to 90 minutes; modification takes longer. The most common mistakes are a CoC for a different model, a rating below the door's, a disconnected closer, old holes left open and a fire label painted over.

How much does it cost to fit a digital lock on an HDB fire door?
SG QuickFix installs a digital lock on an existing door from $120.
A lock that needs the door modified costs from $160; on a fire door, any modification must stay within the certified lock's template. Keeping a mechanical lock? A mortise lock replacement costs from $100 in labour, plus the lock; on a fire door, use the same model or one listed on the door's CoC. With door repair, closer adjustment costs from $60 and closer replacement from $80, plus the closer. Each job is priced separately. | You are changing batteries or updating PIN codes | The lock won't latch, or the closer slams or leaks fluid |
| You are keeping the original mechanical lockset | You want to replace the fire-rated main door: this needs an HDB permit and a contractor from HDB's Directory of Renovation Contractors |
| Don't attempt removing the door closer, even for a day | Never let anyone cut a fire door beyond the certified lock's template |

Lock Replacement FAQs
Yes. SCDF says a digital lock is not mandatory, and you can continue to use the original lockset on your fire door. If the mechanical lock wears out, replace it with the same model or one listed on the fire door's Certificate of Conformity, because the Fire Code lists mechanical locks among a fire door's certified hardware.
No. SCDF says the digital lock's fire rating, shown in minutes on its Certificate of Conformity, must be at least as high as the fire door's. A 30-minute door can take a 30, 60 or 120-minute lock, but a 60-minute door needs a lock rated 60 minutes or more.
Yes. SCDF's rule covers any digital lock installed on a fire door from 1 Mar 2024, whether the home is an HDB flat or a condominium. SCDF tells condo owners to check with their MCST if they aren't sure whether their unit's entrance door is a fire door.
SCDF's certification rule is written for digital locks on fire doors. HDB describes the gate as a safety barrier and the main door as the fire safety barrier, and its conditions for replacing the gate cover width, panels, swing and corridor clearance, with no fire rating. The rule applies to the fire door behind the gate.
A certified digital lock for a fire door must have a mechanical fail-safe, so you can still unlock it from inside to leave the flat when the battery dies. To get in from outside, most models use an emergency key or an external power terminal. Check which one your model has.
Ask the supplier for the Certificate of Conformity and check it on the issuing certification body's website. SCDF's digital lockset page names three bodies that issue certificates for digital locks: Element Testing Services, Setsco Services and TÜV SÜD PSB. SCDF says a certificate is not issued or endorsed by SCDF itself.
